Component Three

LGUs Capacitated to Perform DP Mandates

Key activities under Component 3, particularly LGU DP training roll-out, are expected to be conducted after the proposed LGU DP capacity levels or performance standards have been firmed up and the necessary DP training modules for each LGU DP capacity or performance standard levels have been prepared/developed. In effect, the activities and outputs under Component 3 are intrinsically linked, if not an intervening part, of activities such as piloting of the LGU DP Audit System under Component 2.

The main deliverables for Component 3 are:

  • Seminar modules on DRR and public finance management
  • Guidance on mainstreaming DRR in local investment plan
  • Design and implementation report on learning event on sustainable partnerships for DRR for target LGUs

Approach and Methods

The method to be employed in the pilot LGUs will adopt a cluster approach, vertical diffusion of support from province to barangay level, and mobilization of trained LSP and DILG field staff as among the trainers or facilitators for implementation of Component 3. For each cluster, about 4-6 LGUs will be selected to undergo DPA-based interventions. Composition of each cluster includes a province, HUC or ICC as the cluster leader or coordinator and 3-5 qualified municipalities or component cities.

In support of the strategic plans, learning events, such as regional seminars and conferences on DRR finance management, risk-based investment planning, managing disaster-related aid, and others will be conducted in this phase to help LGUs implement their plans.
