Butuan City – The DRMIS project completed on March 21,2019 its series of briefings and rapid DRRM capacity needs assessment of partner LGUs as part of the Component 3 activities with the last leg happening in Butuan City. This was for the Surigao del Sur pilot province. Attending this workshop were focal representatives representing the selected municipalities of Hinatuan, Lanuza, Carment, San Miguel, Cagwait and the component city of Tandag. These have all been pre-identified by the province.
At the start of the activity to determine some capacity needs of the LGUs, Dr. Lope Santos III, the Component 3 Team Leader, emphasized: “We do not have pre-conceived ideas [in this rapid appraisal], we want this to LGU driven.”
Among the priority needs echoed early included skills/professional training particularly on the ICS, training on Climate Change Disaster Risk Reduction Assessment (CCDRA) or Vulnerability and Risk Assessment. Because procurement process has been identified as one of the issues for the low utilization rate of the LDRRM fund, a dialogue among key persons on procurement using LDRRMF was also suggested.
At the conclusion of the workshop, the people representing accounting and budget sections of the LGU have expressed their appreciation for getting their voices heard too. According to most, it was the first time that their views have been consulted.
In her closing message, Ms. Cheryl Navarro, the DRMIS Deputy Project Manager, thanked all the participants in behalf of DILG-BLGS:
“The success of every project lies heavily on the support of the stakeholders of the project [specially our partner LGUs]. We really appreciate this project coming in. This is a grant, not a loan. We are very thankful to the French Development Agency and the European Union.
“We like to thank all of you…we were able to generate a lot of important information from you. We specially want to thank the Province of Surigao del Sur for facilitating and really helping us complete the 6 component LGUs…We hope to start right away some of the trainings, the capacity building activities that you have identified.”
The Component 3 of the DRMIS Project focused on capacitating LGUs to perform DP mandates. The DRMIS Project was initiated by the Philippine government through the DILG with Funding from the European Union and assistance from the French Development Agency or Agence Française de Développement.
This last leg of the Project Briefings and Rapid DRRM Capacity Needs Assessment of Partner LGUs was held March 19-22, 2019 at the Amaris Suites in Butuan City.
